During the 1990s, there was much debate on the topic of humanitarian military intervention. This presentation will examine changing patterns of military intervention and peacekeeping since 9/11. Andrew Cottey will argue that despite an apparent retreat from humanitarian intervention, there is a deeper normative shift in international politics that is re-defining the boundaries of state sovereignty and will create ongoing pressures for military intervention in internal conflicts and humanitarian crises.
Andrew Cottey is Senior Lecturer and Jean Monnet Chair in European Political Integration in the Department of Government, University College Cork. He is a specialist in international relations, security and European politics.
Cottey is author or editor of Reshaping Defence Diplomacy: New Roles for Military Cooperation and Assistance (with Anthony Forster; Oxford, 2004), Soldiers and Societies in Postcommunist Europe: Legitimacy and Change (with Anthony Forster and Timothy Edmunds; Palgrave Macmillan, 2003), The Challenge of Military Reform in Postcommunist Europe: Building Professional Armed Forces (with Anthony Forster and Timothy Edmunds; Palgrave Macmillan, 2002), New Security Challenges in Postcommunist Europe: Securing Europe's East (with Derek Averre; Manchester, 2002), Democratic Control of the Military in Postcommunist Europe: Guarding the Guards (with Anthony Forster and Timothy Edmunds; Palgrave Macmillan, 2002), Subregional Cooperation in the New Europe: Building Security, Prosperity and Solidarity from the Barents to the Black Sea (Macmillan, 1999), The European Union and Conflict Prevention: The Role of the High Representative and the Policy Planning and Early Warning Unit (Saferworld, 1998), and East-Central Europe After the Cold War: Poland, the Czech Republic, Slovakia and Hungary in Search of Security (Macmillan, 1995).
