Stefan Talmon is a Reader in Public International Law and a Tutorial Fellow in Law at St Anne's College in Oxford University.

Talmon is author or editor of The Occupation of Iraq: The Official Documents of the Coalition Provisional Authority (Oxford, forthcoming), Recognition in International Law. A Bibliography (Martinus Nijhoff, 2000), The Reality of International Law (Clarendon, 1999), and Recognition of Governments in International Law (Clarendon, 1998).

Talmon has given legal advice to the governments of Botswana, Nigeria, and the Turkish Republic of Northern Cyprus , as well as to multinational corporations on topics such as the financing of terrorism, genocide, crimes against humanity, and the Oil for Food Program.

Previously, Talmon has been an Associate Professor at Tübingen University in Germany, as well as a visiting professor at the Université Panthéon-Assas in Paris, University of Canterbury in New Zealand, Yeditepe University in Istanbul, University of Aix-Marseille in France, Jaroslaw-Mudryi Academy in the Ukraine, and The Ohio State University in 2005.

Talmon has a doctorate from St. Antony's College at Oxford University, and a law degree from Wolfson College at Cambridge University.
